As a result of Council’s decision to drop its support for the Precinct System, South Precinct, as the only remaining precinct, is unable to cover hall hire and insurance responsibilities for its monthly meetings. This website, the South Precinct FaceBook page and the SP email list will continue to provide information about the Council meetings, public exhibition of draft policies and other opportunities to contribute to matters of significance to Kiama LGA. We look forward to finding ways to overcome these problems in the near future.

Item 12.1 Minutes of the Tourism and economic Development Committee November 2024 can be downloaded here.

Item 13.1 CEO report Bi-Monthly update Strategic Finance and Governance Improvement Plan December 2024. The varied PIO requires Council to provide bi-monthly reports to both the elected body and the NSW Office of Local Government (OLG) on the status of the implementation of all actions in the PIO, this reporting must commence by 24 July 2024. Item 14.1 – Monthly Financial report for October 2024. This report provides a year-to-date Statement of Financial Position and Income Statement for Council’s various business activities at a consolidated level and by program/service. This report aims to outline and explain any material deviations from budget year to date. It can be downloaded here.

Item 15.1 – Draft “Creative Kiama” Cultural Plan for 2025-29. “Creative Kiama” sets the vision and strategic goals for the future of arts and cultural activities in the Kiama region for 2025-29. This draft plan embodies the community’s aspirations and priorities for arts and culture, aligning with the key insights and feedback outlined in the Engagement Report. It can be downloaded here.

Item 15.2 – Memorandum of Understanding – South Coast Arts. This Memorandum of Understanding (MOU) between Council and the South Coast Arts (SCA) expires in December 2024. Initiated by Create NSW, the intent of the MOU was to establish cooperation between the Kiama, Shoalhaven and Shellharbour councils through the SCA. Download it here.

Item 17.1 Kiama Council has just launched a new Community Engagement platform using Social Pinpoint to revamp its ‘Your Say’ section of the website to increase user friendliness and provide interactive feedback. This platform also allows staff to create more consistent engagement reports and better ‘close the loop’ – which is a key action of the current Community Engagement Strategy. There is a resolution register at Item 16.1 on page 354 which gives a summary of progress made on past resolutions of Council.

The Southern Regional Planning Panel has reversed the Unanimous decision of Kiama Council to refuse the Traders in Purple Planning Proposal for over 1000 new dwellings in West Kiama, known as Springside Hill. Set out below are links to important documents related to the history of this PP.

Part 1: Traders in Purple (TIP), lodged a Planning Proposal for approximately 1069 new dwellings to be delivered over a 10 to 15 year timeframe. The proposal incorporates a mix of residential densities, commercial uses, recreation and conservation outcomes.

Council placed the proposal on public exhibition.

Part 2: At the Council meeting of 16th April 2024, Kiama Councillors voted unanimously to support the recommendations of the staff that the West Kiama Planning Proposal (Springside Hill) NOT be approved.

Council  received a petition of 642 signatures opposing the Planning Proposal which was delivered  to the Council at the 16th April Meeting. See Item 17.9 in the Council meeting video.

Part 3: As a result of the refusal, TIP requested a review of the decision and as Council had previously refused the PP, it was passed to the Southern Regional Planning Panel (SRPP) to undertake the review of Council’s decision.

Part 4: The SRPP overruled the Council decision and chose to allow the Planning Proposal to proceed to the Gateway provided that a number of conditions be met. The SRPP ruling also sets out a timeline for TIP to respond.

Part 5: The decision to allow the Planning Proposal to proceed (with conditions) was met with considerable concern by both the Council and the wider community,

PRECINCT MEETING INFORMATION

There are two guest speakers at our April meeting. See details below.

Item 1: “Cows or Concrete” As mentioned previously we will have Karen Fowler from the group “Cows or Concrete” to discuss the large residential development proposal west of Kiama in the Spring Creek catchment. This proposal is very significant as Council undertakes its Growth and Housing Strategy. The outcome of these matters will have a significant impact on bearing on how growth in the Kiama LGA impacts on the Gerringong Gerroa area.

Item 2: Local “Affordable Housing” initiative. A new local initiative in the area of affordable housing called The Illawarra Housing Association Inc (IHA) has been established and Annette Pust will be presenting information on the IHA at our meeting. The founding members are : Founding members are Sandra McCarthy, Jeff McCarthy, Belinda Richardson Morris, Damian Morris and Annette Pust.
